Victor Jipson (sometimes goes by "Jips"). He is a Gnomish dude who Shankz helped save from a sunken ship.
Once Turion and Shankz arrive at Mizzix Shipping Company headquarters in Steamwheedle Port, they run into "Jips", who informs them that he is currently working under Axel Mizzix.
